 If I understand correctly, the flow properties of non-Newtonian fluids (e.g., toothpaste) differ from that of Newtonian fluids (e.g., water):  Their viscosity is time-dependent, and there is no constant coefficient for it.  In other words, run quickly over its surface, and a non-Newtonian fluid will hold you up.
